Is there somewhere in scoutbook or the rest of the system that shows if a scout has been invited by parent and accepted to have their own account?
Go to send messages. If they appear on the list of scouts, they are fully setup. Note that a scout needs to log into scoutbook.scouting.org once for their account to be fully activated.
