We have a Scout who we cannot locate in Scoutbook to transfer over to our troop. He should have been in our Pack 3405 and now we need to move him to our Troop 405 B. His father, mother, and brother are all showing up but he is not. His father’s name is Jon and BSA number 136510874. His mother is Amy and her number is 135644187. The brother is Walker. The Scout in question is Zeke . The parents do not have his BSA number.

So this means that you never got his paperwork nor payment for this current year?
His membership in the pack ended 12/31/21. It looks like they did not recharter him to save some money. If his family paid them for 2022, that’s something to be worked out on that end. If not, I’d suggest an online application via beascout.scouting.org. The process asks if the scout has ever been a member.
Also of note, it does not show him having earned arrow of light. If that is incorrect, someone needs to work with your council to add it to his record.
