Can't open purchase order

I’m not having a lot of luck converting the ScoutbookPlus To Purchase report into a Purchase Order. I closed out an old PO (which had things we had already purchased), and now I want to add a new one. In Step 1 of the Roster → Advancements → To Purchase, I see the correct list of advancements. Then in Step 2, where I’d add them to a purchase order, I can’t because the button to create a new PO is grayed out. I’m the committee chair for our unit, and per the Permissions Manager, I have the “PO Creator/Editor” permission. What am I missing?

@ElenaYudovina - you have to select items in order to create a PO
