Combine parent's two accounts, one associated with Pack and one with Troop

We have a parent who is having difficulty renewing his two cub scouts. While troubleshooting this issue we discovered that the parent actually has two accounts and scouting ID numbers, one associated with the pack, and one with the troop. (Both units are under the same charter organization.) Can these accounts be combined, and can you assist with building the connections with all three of his scouting children? Following are the member IDs of the parent and his three scouts:

Parent - Pack-associated account
