Any path I take to try and get to the Cub Scout History Report gives me the same thing.
The most recent in-thread was from “My Dashboard” - column on the left first has “My Family”, then “My Webelos Den Doom of Acorns (AOL)”. I clicked the first Scout listed, then clicked “Reports”, then clicked “Cub Scout History Report” (it was the only option in the pop-up window).

If I instead click Pack 858 from the right side column on “My Dashboard”, then select “Webelos Den Doom of Acorns (AOL)” from the listed dens, and then click the first Scout listed, “Reports”, “Cub Scout History Report”:
