Eagle Req #3 won't auto-complete

I’m trying to mark a scout’s Eagle BOR as completed in Scoutbook, and I keep getting an error that I can’t do that until Eagle Req #3 is completed. Thing is, he has completed all the merit badges and they’ve all been approved, so I don’t know why the Req #3 isn’t auto-completing. Even if it didn’t auto-complete, I should be able to mark it completed/approved with a date. When I try to do that, it looks like it’s accepting that action with no error message, but then Eagle Req #3 remains unchecked.

Has anyone run into this issue before? What can I do to get this BOR entered into Scoutbook?
