Error: BSA Member ID does not exist

On uploading the Council Merit Badge Counselor list, one record gets an error, “BSA Member ID does not exist.” Now I know this person has a Member ID on ScoutNet and that is where she is registered as a Counselor. But the upload did not add her to the Council Merit Badge List on ScoutBook. So what is the proper way to get her added to ScoutBook as a counselor? Does this error mean that she doesn’t have a My.Scouting.org account? And if so, does this mean that adults have to create a My.Scouting.Org account before we register them as a Counselor on ScoutBook?
