Incorrect. ALL Scouts must be on the 2022 version. Here is the announcement that explicitly states this.
Guide to rank advancement says they have the option to continue using the old version all the way through their current rank. They have to change when starting the next one. On page 14. The rank theyâre working in when the change occurs, that is.
The announcement from Scouting America posted above is clear. On January 1, 2023, all Scouts must use only the new requirements.
In addition, page 14 of the Guide to Advancement says:
Changes may also be introduced in youth handbooks or various official Scouting America publications or releases before appearing on one of the above web pages. In this case, unless official communications set forth a different procedure or establish a date by when use of the old requirements must cease, youth members have through December 31 of that year to decide what to do. They may continueâor begin workâusing the old requirements, or may switch toâor begin workâusing the new requirements. Scouts who choose to use the old requirements may continue using them until the rank has been completed. Those who have not begun work on a rank by December 31 of the year a change in its requirements is announced must use the new requirements.

Yes, thatâs the paragraph. It says ânot begun work onâ so Scout who have begun work on the next rank may continue using the old requirements to finish the current rank theyâre working on.
No, you are missing the line that says " unless official communications set forth a different procedure or establish a date by when use of the old requirements must cease which is what the official communication did.
No Scout may be on the 2016 versions of these ranks. If you continue to disagree, you will need to take it up with your Council staff member responsible for advancement.
Thanks for the discussion, guys. All of it aside, the Scoutbook plus is still broken in that it will not allow me to enter a correct date for a current advancement. I have adjusted all of the back ranks that are possible or would have been wrong by the guidance, and I STILL am not able to fill in the Scoutmaster Conference completed dates for the scout.

The way the change was explained to me by council was Scouts can choose (between 1 Aug and 31 Dec 22) to continue using the requirements for the rank theyâre working on, or choose to use the new ones. That choice is permanent. On 1 Jan 23, Scouts who hadnât already chosen, no longer had a choice. The intent was not to force Scouts into a new set of requirement after they made a choice, but to give Scouts a deadline to make the choice. Thereâs no deadline to complete (i.e. those Scouts using the old requirements must complete that rank by a specific date), so it made sense.
Your council is wrong. Ask them to contact the Scouts BSA Program office for an explanation.
Again, it shouldnât matter what version was previously marked complete, if it was marked complete, you should be able to mark items in the next rank as complete. I am not able to do that. And for what it is worth, I had the same explanation by different council as PEP Jr when this change was done and was dealing with scouts that transferred into my unit doing items out of my control. Letâs stop with the debate and just make the site function for those of us that need to use it now.

Thanks, there was a change log added today that I thought may have fixed this, and I wanted to make sure it was known that the issue still is happening.
When I read what was put out, I agree with our council that no Scout would have their properly chosen option pulled from them if done before the cut off. The memo only says when Scouts no longer have a choice. Edit: To clarify, the memo gives a date to choose, but not explicitly a date âby when use of the old requirements must cease.â
Regardless, it doesnât mean ScoutBook Plus isnât busted, as pointed out by the OP, and needs to be fixed as requested.
Thank you. Just to clarify, you tried to update the same rank after the announcement of the change and received the same error. I want to make sure I give the developers the correct information.
I have tried today to update First Class with no success, as well as going back to Second Class, un aproving it and adding the date to the SM Conference, and that failed as well.

I updated Tenderfoot, Second Class and First class to version 2022. Not able to add a date to any of them for Scoutmaster Conference. Scout rank is rightly version 2016, but couldnât change that to 2022 due to it being done in a different unit.
Developers acknowledged yesterdayâs change did not fix the SMC validation issue.
