Can a parent set up an scoutbook account for a youth even if they are under the age of 13?

If so can you give me the current instruction on how that work. I keep on finding what seem to be old system.

@lisaLudwig The parent needs to:

  1. Go to my.Scouting.org
  2. Click the “Create Account” button.
  3. Enter the youth’s information.

The system should find a match, based on name and date of birth. If it does not find a match, the parent should stop, and contact the unit to double-check the name and DOB.
