I am trying to unnaprove a merit badge requirement that the Merit badge Counselor marked by mistake. Could you please let me know if that can be possible done by me? I am the advancement chair. Thanks!
Only an MBC can remove a requirement that was approved by an MBC.

Right now, it’s only the Key 3 and Key 3 Delegates, unless it’s been fixed. There’s a bug report in to fix the intended functionality, which allows further delegation to registered scouters in the unit.
ETA: I read your question as connecting/disconnecting MBCs from scouts. If you meant actually registering someone as an MBC, Ed’s response is relevant, not mine.
Merit Badge Counselors are a Council or District position, not a unit position. An MBC must register and be added by the local registrar.
