If a scout leadership position has a future end date, patrol page does not show leadership positions

Steps to reproduce:

  1. Add a leadership position to a scout with an begin date in the past and an end date in the future.
  2. Navigate to the patrol page.

Observed behavior: The added leadership position does not show up.

Expected behavior: All current leadership positions show up.

Additional Notes: The leadership positions show up correctly on the troop roster page and in roster reports.

Related Issues:

  1. On the Scout BSA History report, leadership positions with a future start date show up in the leadership section. I presume that these should not be shown.
  2. Eagle application generation incorrectly includes patrol level positions.
