This bug has reappeared from years past…when I print individual advancement reports for the whole Troop, for every Scout, the same merit badges are listed as fulfilling the elective requirements for Star, Life, and Eagle.
@BryanBlair Please provide some example BSA member ID numbers for Scouts where you are seeing this.

looking at history report it all looks good electives for Star and Life would be on Eagle too

I would not rely on the IAR - the History report is a better report
