Unable to transfer Member ID to my new council.
That’s expected. Scouting America Member IDs are allocated in tranches to individual councils, so any inter-council transfer will result in a new Member ID (unless you were previously in that council, in which case they can usually reuse the “old” ID).
You should be able to put both Member IDs under management at the same my.scouting account (assuming all of the PII matches), and then the council (using VST I think) or the SUAC volunteers can assist with getting your Scoutbook profiles matched up.
