Missing scout accounts

We did a join scout night two weeks ago, had parent sign up online, because its easy. Once i approved as Key 3 and council approved i can see scout accounts within 24 hours. All new scout are missing and council said they approved them.
How do i get these acount pulled in?
Sidenote i approved them while an update was happening with scoutbook, so they maybe stuck somewhere.
