Multiple a scout across councils

My daughter, NAME REMOVED, is currently registered in Greater Yosemite Council, BSA ID 137090904.

Prior to Yosemite Council, she was registered in Piedmont Council, BSA ID 135413626. (The North Carolina Piedmont Council, not the California Piedmont Council.) When we relocated from Piedmont Council to Yosemite Council, there were all kinds of problems with her registration, and her scoutmaster manually re-entered every single thing she had ever done in scouting into her new Yosemite Council BSA ID profile. In addition, many (nearly all?) of her records on her original Piedmont Council BSA ID disappeared.

We moved again, from Yosemite Council to Greater Tampa Bay Area Council. I requested that she be multipled into Tampa Council, via her Yosemite BSA ID 137090904. We wanted all of her previous records to be continued and to have multiple registrations in multiple councils, all in one profile/BSA ID, as she is still active in units across councils and it is a royal pain to have multiple active BSA IDS. Her younger brother is currently actively registered in three councils. Yosemite council, Bluegrass council, and Tampa council. There are no problems with any of his registrations, and all of his records appear on all of his registrations because he was multipled from council to council, and it remained continuous. I saw no reason why multiplying Adaline via her current, active Yosemite BSA ID would be a problem, but it appears Tampa Council has messed everything up again.

From what I can see, Greater Tampa Council multipled (or transferred?) Adaline out of her Piedmont Council BSA ID 135413626, rather than her Yosemite BSA ID 137090904. Why they did this is a mystery to me, because I wrote on her application and attached a sticky note requesting that they multiple her via Yosemite.

Tampa Council has informed me that they are going to leave her registration as it is and manually re-enter her information into her new Tampa BSA ID (that was created via the Piedmont ID rather than the Yosemite ID), because they are unable to merge her IDs. Rather than merge her IDs, I would much rather her multiple via her Yosemite BSA ID, rather than her Piedmont BSA ID than to have all of her records manually re-entered, and to have two active BSA IDs.

Any help you can provide with this situation will be so greatly appreciated!

@ElizabethPavlinsky MIDs are isolated to Councils there are no merging - we can combine Scoutbook Users if that also seems to an issue and History issue - it gets very confusing for units and Scouts if they are pursuing advancements in multiple councils
