It is probably the list size as Donovan mentioned. I was able to reproduce the issue and the temporary work around with the other pack. Reduce the size of the zoom in your browser; In chrome go to the verticle 3 button pull down in the upper right and zoom down in size. You can re-expand the zoom after doing the transfer.

We have notified development of the issue so they can fix it

Thank you all! I reduced the zoom to 80% and it worked.

The reason is to allow the losing unit a way to move them back if it was done in error or too soon.
