I have a scout BSA ID 129943538 SB ID 30923 that is connected to an MBC 129993673 SB ID 9659083 that is listed as a parent connection. The parent is unable to remove the connection.
The Council can break the connection using Volunteer Support Tools.

Yes. The Council will use the Find in Scoutbook function to find the Scout then can break the parent connection.
