Out of Council Transfer, duplicate SB record at recharter, lost old one with all advancement

Scout Transferred from San Diego Council into our Troop. After transfer all advancent was present in scoutbook. Original BSA ID was: 137223063
After Recharter/member renewal, had two accounts in SB. one with advancement records, one with none. Current BSA ID is: 141343551
“First” scoutbook account dropped off recently, all advancement records lost.
How do can this be reconciled?
