Parent Can't Complete Youth Application

A parent is trying to submit an application for a second child (twin sister of currently registered Scout, both in the same G troop). The application fails at the payment step with the same informative plain English error code :rofl::

They attempted to complete the application on both desktop and mobile with same results. Browser cache was cleared.

Parent’s MID is 141644413. Applicant’s MID is 141995660. Cascade Pacific Council (492).

I’d love to avoid a paper application and a loooong, unnecessary drive. Thanks!
