PayPal Button Not Appearing in Payment Logs

I’m an admin and have enabled Paypal in the Edit Troop function. We have a Paypal business account and I have entered the API credentials (Live not Sandbox). However, I nor any other leaders see the Paypal button on any scout or leader Payments Log pages after making “Record a Charge from the Unit” entries in the Payments Log. I saw a forum reference to the council controlling the ability to use Paypal, however those on our council finance and other staff who I have talked to know nothing about this saying that all Scoutbook issues are controlled on the national level but they are still doing their best to run this down for me without any luck so far. I have tried this on three different browsers with the same result. What things could I not be doing right? Has anyone else seen and overcome this problem?

Has the Scout in question “gone negative”? If I recall, you only see the button if there is a negative balance.
