I am having an issue with the Activity Log Report. I am trying to pull to work on camping beads for COH. I am registered as Advancements Chair and have a long list of permissions that have not changed since November so I am not sure why this is broken all of a sudden. It worked just fine back in April. I can pull a correct Activities Summary report, but when I try to click on a scout, I get an error.

You are advancement chair for the Female troop. Look at the above link for report access and how it lines up.
I am Advancement chair for both troops. So there is no way to give me access to Activity Log Report, for example, unless I am one of the positions listed in the link you shared? As unit advancements, I depend on several of these reports that I no longer have access to based on my role within the troop.
It depends on the report, and how the Key 3 decide to address the situation. If the Unit Key 3 assign you the “Unit Support” role, you should be able to pull most but not all reports, as described in the summary matrix from Donovan’s post.
Yes you are UAC for both troops - I missed the male troop in the list.
