A registrar may end a multiple registration easily. It’s primary, read paid, registrations that don’t typically get ended without cause.

Thanks for the input. This thread went down a rabbit hole and got way away from the issue. The problem is that the scout is not in my roster SB or SB+ but is showing with 2 advancements to approve. This scout was only ever in my unit because he camped with us provisionally at summer camp. Council was unsure if just ending the membership would cause any issues. She ended it and it seems to be OK. We are going to follow up with his unit to make sure that nothing is amiss there. Note this is a reasonable work around but the bug is not corrected.
