Scout not receiving emails --- Not in roster to send

I have scout when looking at her profile, she has an email address. However she does not show up on the list to send emails from scoutbook? What makes a person get added or dropped off from that list? I see sometimes “No Email”, but in this case I am not seeing the scout at all.

Is the scout registered in the unit’s roster at https://my.scouting.org ?

What is the Scout BSA ID membership number (no name please).
