Scoutbook Plus Unable to Award Firem'n Chit or Totin' Chip

I am trying to award both Totin’ Chip and Firem’n Chit awards for certain scout

Scout IDs: 13954244

For Totin’ Chip 2024 version I get the following error:

User award can not be created because userAward or userAwardRequirements already exist for the given userId, awardid - auserid: 13954244 - awardID: 110

Firem’n Chit I get a similar error for the same user

User award can not be created becauser userAward or userAwardRequirements already exist for the given userID, awardid - userId: 13954244 - awardID: 98

I read the change log which said some of the awards have been fixed, but I am still having this issue.
