Unable to assign totin chip or Firemn chit for one scout alone

Hi,
When trying to allocate for one of the scout, i keep getting an error. Is there a way to resolve this.
Error received is this
user award can not be created because userAward or userAwardRequirements already exist for the given userId, awardId - userId: 14003058 - awardId: 98

Yes, this was a known issue. However this problem is now resolved for everybody else where i am able to provide this, but not for this one scout alone. Is this specific to this one scout also a known issue ?

It is known that it is happening to multiple Scouts. I do not know what causes it or what a member can do to get around it.
