Ignore the Commish - talk to the registrar
The Eagle Verification Tool (EVT) - which Councils use for an Eagle Candidate checks the date ON the Eagle Application (EA) with the database. ALL of those dates are the final dates for the Items (ranks/merit badges). It does do tenure checks (enough time between First class and Star.). and it does do MB checks (the scout had the right number and type of MBs to Earn Star at that time.). And now it some councils want the Positions of responsibility that are on the EA to be in Scoutbook (but many registrars just enter them in if the unit does not use SB). It also makes sure that the Eagle project Service hours have been entered.
The EVT looks at no requirements, other than checks on what is listed above, and perhaps some of the Eagle ones.
