Scout's IA is blank, but Activity Log for Events show Attendance

Scout’s Internet Advancement Profile Screen shows 0 Activities.
Warning says error: User not authorized to access this API.
Also says: “There are no “Approved” items to show. Once you or another unit key 3 begin approving advancements for name redacted they will be displayed here.” I have not seen this error with any other scouts in Troop.

However, when the Activity Log Report within IA is pulled by Date, the Scout shows up as logged for the events.
Example: 4/22/2022 -4/23/2022 Camping and 10/10/2020-10/11/2020 Community Service Hours

BSA Member ID: 137098588

Scoutbook is showing in one place the wrong council. He is in Mason Dixon Council.

Please advise.
