Scouts not showing up on messaging page

I am probably missing an obvious one here but here goes,

A unit has about 16 scouts who have emails in system who do not show up on email messaging page. It does not seem to be an opt out issue.

Two scouts with emails in scoutbook but not available for messaging

Another scout in unit who appears as expected

No obvious connection between missing scouts. They are all on roster. All K3 are seeing the same thing

IF the scouts have been invited they have to accept the invite for email to show - the first 2 have never logged in @RonFedele
