Scribe can't update attendance on Calendar meeting

I have a Scribe (SB ID: 8724485) that can add notes to meeting calendar events (he has scribe and calendar editor assigned), but the toggles for attendance are not showing up for them to track attendance.
Any ideas?

In the scouting app, a scribe can take attendance.

Jacob, does that mean it has to be in the app, and not on the webpage?

@Tom_Elkins - yes exactly. The scout should use the scouting app to take attendance
