Text messaging activation by unit admin?

If a sb unit admin enters cell phone number for a parent, will that setup the parent for text messaging or does the parent still required to activate messaging themselves?

We are trying to streamline our communication apps by solely using Scoutbook. However it’s like pulling teeth to get parents to do simple configurations.

Each individual needs to activate it for themself.
