How can I enable a parent to send messages to the entire troop?

Hello,
I have a parent on our board who has volunteered to send out troop communications, but she only has the option to send messages to the leaders. I assume I have to add her as a leader/admin to grant access to the rest of the troop, but I can’t seem to make that work. When I try adding a leader and searching by name, BSA ID or email address, it tells me the user doesn’t exist. Is this something that needs to be modified in my.scouting?

She needs at least a view profile connections with all the scouts.

However, messaging is currently disabled because of a data move.

Since she is on the committee, I assume she is registered?
