While preparing for the annual AOL Crossover, previously we’ve used the “Transfer initiated by the unit they are joining” procedure for in-Council transfers from Cub Scout to Scouts BSA.
Searching for some help brings up some conflicting guidance-
The Scoutbook Knowledge base no longer lists this as an option:

However, in Scoutbook Plus when you select “Transfer Member” on the Roster Page, it does list this option.
On my.scouting.org, the “Transfer In” menu option on the Organizational Manger page has this menu item and when selected brings up a form that we have in the past to “pull” AOL Scouts in the past for a key three or key three delegate.
Ideally, it is preferred to let the Pack or Parent do the transfer to ensure all the advancement is awarded and leadership (Denner) is ended. But sometimes, parents/packs have difficulty and using this “Pull” option is a solution to transfer the AOL Scout to a Troop.
