Transfer Scout cannot have new ranks added

We have a Scout that transferred from a neighboring Council so she had a new BSA ID created by our Council. We cannot add the rank she recently earned since we have to enter the earlier ranks first, but the dates in her book are illegible. Can the IDs be merged to bring all her advancements up to date?

@LisaBattern the names were slightly different and DOB was off by a day - so that is something to verify - but it is fixed
