I am unable to figure out how to have my Scouts new troop initiate a transfer from his old troop. I am also having this issue with my Tiger scout. Please advise on what I need to tell the troop and pack leadership in order to get this arranged via my.scouting tools.

The losing unit (troop) or the parent needs to make the transfer. The gaining unit (troop) cannot do it.
Someone from the losing unit (Scoutmaster, Committee Chair, Chartered Organization Representative, or other authorized person) can log in at my.scouting, go to the pack’s Roster page, check the box next to your Scout’s name, then click on the Transfer button.
As a parent, you should also be able to transfer your Scout by logging in at my.scouting and clicking on Menu → My Application, then click on the Transfer button.
