Two parent membership numbers so they can't see their scouts

Council records have 1 membership number, scoutbook has a different one. How do I get the parent migrated in Scoutbook to the same number their parent app has and council has?

Why is there no longer a link to submit JIRA tickets for scoutbook help?

Why does the app keep duplicating parents when they have an additional scout join the pack?
