Enhancement Request: Implement Virtual Pin in order to promote
User Story: As a district commissioner, I need the ability to post virtual unit pins in areas of my district that are void of scouting units in order to draw families to the next logical unit.
Use Case 1: In school districts where there’s only 1 unit for 3 towns, dropping a “virtual” unit pin between towns would help guide parents to an established unit within the same school district.
Use Case 2: In areas where there are no troops for girls, dropping a unit pin to the nearest girl’s troop would help grow scouting.
