What permissions are needed to view MB counselor list?

That kind of change (i.e. having youth and/or parents have access to the list) would be a program change. Those can’t be pushed via the SUAC folks. That’s the sort of change that has to go up the chain via the council professionals. I’m not arguing what the answer should be, just noting that the process for generating change isn’t via these discussion groups.

Keep in mind that you’re not necessarily talking to people who disagree with the concept, rather to people who are trying to point out that the concept being put forward doesn’t comport with the explicit terms of the Guide to Advancement.

Other means of finding counselors doesn’t necessarily mean access to the list by scouts or parents. One example of this would be a scout who works on (but does not complete) a badge at summer camp, and wants to finish that badge with the counselor they worked with at camp. The rule you cited prevents a unit leader from saying “You can’t finish the badge with them.”
