I have noticed the majority for the difference between blue cards and what is on the database comes from one of two places. First, the Advancement Report submitted to the council pre-Scoutbook has the date in ScoutNET. The second is simple fat fingering mistakes by whoever enters the data.
Big reduction in this problem since Scoutbook.
