I have gone to the Permissions Manager in SB+ (I am the Scoutmaster so I am Key 3), scrolled down to Advancement (Permissions Assignable to Youth) and checked Edit/Approve for Scout through First CLass. There are 7 scouts with all those permissions. This one is a Troop Guide. Her membership number is 140207817. When she logs on with her own credentials, she cannot see other scouts–there is no "roster choice.
