Youth not eligible for advancement

Hello. I saw this post (Youth not eligible for advancement but should be) as I am having the same issue with a cub who transferred in council from another Pack. His member id is 13834703. Can the solution in this linked post be applied for my Cub, please?

Also, when this Cub transferred, no advancement records from the previous Pack came with him. Should they have?

@EricParks issue #1 - the scout is in 2 dens - easiest to see and clear up in Legacy Scoutbook - go in a clear the wrong den assignment
Issue 2 - this user has this scouts history for 3 years - so the other unit might not have entered anything
