A Wolf in the correct den (and having been approved for and awarded the Tiger rank) is showing this message in the Wolf rank “Youth is not eligible to earn this advancement and must be registered in the appropriate den…” Does anyone know what’s missing? He is a transfer to us and this is the first time we’re trying to mark requirements as completed if that makes a difference.
What is the version year for the rank?
@AmeliaGoldan it looks like they are not in Wolf den - what is BSA # of Scout (no name)
This might mean that the Scout has a membership in a different den level with the former pack.

This Scout did have 2 memberships in 2 different den levels.

no, he has been in the pack for a couple of years, this issue only just seen earlier this month
@MarkWininger There is an issue with the Scout’s Scoutbook account. I have sent it to the developers to be looked at.
