I have played around with sending Account Balance messages directly through Scoutbook Plus. What I have noticed is it will not send a message to a Scout who does not have an email in Scoutbook. It will not let me select the Scout without an email and selecting the parent only, does not send a message. For Scouts who have an email in Scoutbook, it sends no problem to them and their parents.
