I do wonder though, how come there isn’t a functional role for Membership Chair that already has the necessary access. While the K3D allows this, stepping back a bit, it seems like a stop-gap measure since really the K3D is supposed to be there to step in for the Key 3 when they’re not available, not to give access to leaders who need that access to perform their duties.
A lot of this is new. My guess is the answer is no one thought about it. You can ask your council professional staff to request an enhancement.
The Unit Membership Chair (code 126U) exists in the BSA Registration Guidebook as of 2019 though. Was the functional position eliminated more recently?

I am not sure if this helps but I am an elder in my Troop and my last child aged out almost 10 yrs ago. I am a Committee Member with K3 status as the SM and CC admin assist. Of the Key3 the SM is the only one the forwards the re-registration email to the Membership Chair and myself every month. Yes, he is also very annoyed that he receives this email every month. I am not sure if I am K3D why I do not receive the email either. Our 126U can approve youth application so I am not sure how that is different for us. We also just had this discussion on how she can receive the emails so this is all perfect timing for us.
