Adult with two bsa member numbers

I have an adult, member 122324176, that has been working scouts for years, but when she joined our council and unit was assigned a second number-137242395 and her YPT is attached to this second number. She is working with Central FL and Gulfstream Council units. Who do I need to contact and how, to resolve?

@WilliamStephenson every council has their own numbers and they cannot be merged. Users can kind of Manage them by — log into my.scouting.org > click Menu top left > Click Manage Member ID > one of the BSA # will be there marked PRIMARY > then add the other MID (BSA #) - you want to make the one that is your unit registration PRIMARY > Then go to Scoutbook.com and log in using your my.scouting.org credentials
