I have a Scout that earned his Eagle award before aging out and I want to purchase his Eagle award but I don’t know how to get his award added to an advancement report or a purchase order as he isn’t showing up on the needs to purchase list.
You should be able to use his Eagle certificate or other proof he earned Eagle to purchase the Eagle kit. I suggest contacting your council for assistance.
