Attendance ASM cant mark scout/adult as in attendance

Not sure why, but my ASM that keeps track of all attendance for the troop can put a star next to scouts. She see’s all the adults and scouts that were invited, just can mark them in attendance.

What am I missing???

Is the ASM marking attendance for all scouts or just those on their patrol? Is the ASM a troop or patrol admin?
