BSA Member # vs UserID

What is the difference between BSA member # and UserID. I as checking the profile of a new cub scout and saw that he has both BSA Member # and a UserID. I checked other cub scouts and adults and they all seem to have both numbers.
Why two different number and how is each used?

BSA # is the Registration ID - User ID is the Scoutbook ID - each are unique to different databases

In addition, the BSA Member # will change if you move to a different council. The Scoutbook UserID will stay the same, allowing all of an individuals records to remain in one place.
