Cannot figure out scout's former BSA number

Had a scout transfer in from another council. New BSA ID and none of his records came over. So, trying to work with mom, dad, former SM, no one can figure out the old BSA ID. Parents said they reached out to old council but never heard back.

The current ID is REDACTED.
