Cannot find parent in Scoutbook "search" to add him as a Unit Advancement Chair

In “Add New Leader” under “Search for Existing User,” the search function cannot find a parent who is connected to his Scout and appears in the my.scouting roster. I need to add him as our new Advancement Chair. I have done what I found in advice in other posts but it does not work.
