Can't approve new Venturing Participant

We have had a new Venturer apply to join our crew. She is 18 years old and so filled out the Adult Application and completed SYT. However, our Chartered Org Rep is unable to approve her as a Venturing Participant. He can’t assign her to any of the other roles because she is not yet 21. How can this be fixed, and what is the correct way for Venturers who are 18+ to join if they are not already registered with a Troop or other unit?

Thanks. Can someone tell us what is the correct normal procedure for a new Venturer to join on my.scouting.org? Are they not supposed to fill out the adult application?

That is a council question - but I believe it is a youth application as the Participant position is considered a youth position

For our council it’s an adult app. The position is Adult Program Participant.

If the new Venturer is < 18 years of age, the youth application is required. If >=18 years of age, an adult application is required, Safeguarding Youth Training (SYT) must be completed and the Criminal Background Check (CBC) returned to the Council before the Scout can participate. The same is true for a current Venturer upon their 18th birthday, a new adult application, SYT and CBC are required.
